concerning the alleged bad condition of the team's billets and their lack of administrative control, and he phoned Mrs. Grace to ask that she request the Paris UNRRA office to withhold action on their reappointments until he could investigate. His investigation indicated that there was no reason no to reappoint the MMLA girls and he phoned Mrs. Grace again, asking that Paris be requested to proceed with the appointments.

It is not clear what happened in higher echelons after this, but whether as a reult of a misunderstanding or because of the personnel policy of the Paris office regarding MMLA which seemed to be based on the assumption that because of their youth they were fit for jobs of the lowest category only, none of them were reengaged. Miss Tabard, after being told by the Paris office that a request had been received from UNRRA in Germany not to reengage them, returned to Kassel without orders to discover the difficulty, and was taken by the Field Supervisor to see Mr. Squadrilli, UNRRA Director for the Western Military District, who was then visiting 3rd. Division H.Q. at Bad Wildungen. Mr. Squadrilli gave Miss Tabard the following letter:

Subj:Proposed Demobilization from the French Army (MMLA) of Miss (Lieut) Yvonne Tabard and her permanent appointment in UNRRA as Deputy Director.
 

1. Miss (Lieut) Yvonne Tabard was given an UNNRA appointment in the field as of May 1st. as Deputy Director at 700 pounds per annum. Miss Tabard has been acting director of Team 717 at Junker's Camp, Bettenhausen, Kassel, Germany, and the quality of her work is shown by the enclosed copy of a letter of appreciation form General Keyes, Commanding Officer of the 7th Army.
 

2. It is requested that as soon as Miss Tabard has been demobilized from the French Army, she be given a permanent appointment in UNRRA as Deputy Director, Grade 10 and returned to the 7th. Army, Western Military District for reassignment.
 

3. From the reports of the Field Supervisor, Mr. McGonigal, and from our own observations, we judge the work of Miss Tabard to have been so satisfactory that we particularly desire she be returned to this District for further duty.
