Records of all kinds were revised or established, controls were so tightened that leakages and black marketing were reduced to the minimum, the cultural life of the people was encouraged to flourish as never before, the displaced persons themselves were given an increased share in the management of the camp, and, above all, the sense of individual responsibility to the community was fostered and developed to the point where the DPs were rapidly becoming ripe for complete self government.
